Village Board of Trustees
The Village of Glenview Board of Trustees has the power to enact laws and policies, consistent with state law, regulating local and municipal affairs, usually through the enactment of ordinances and resolutions. In general, the Board's authority also includes the specific authority to:
- Enact the Village budget;
- Define the powers, functions, and duties of municipal officers and employees;
- Consider recommendations from the Development Commission on development-related applications;
- Fix the compensation of specific officers;
- Maintain retirement and pension systems;
- Impose fines and penalties for violation of city ordinances;
- Enter into contracts;
- Regulate the acquisition, sale, ownership, and other disposition of real property;
- Impose taxes, as authorized by state law;
- Cause the Village to own and operate utilities;
- Grant franchises for the use of public ways; and
- License, for the purpose of revenue and regulation, most any type of business.
Jim Bland was appointed Trustee by Village President Michal Jenny in 2021 to fill the Trustee seat vacated by Jenny when he became President in May 2021. Mr. Bland previously served as a Commissioner for the Affordable Housing Commission for Georgetown, Texas, and for the City of Chicago’s Community Development Commission.
His professional experience includes over 20 years of investing, consulting, finance, mergers and acquisitions, operational, and military experience. Bland served 8.5 years in the U.S. Army, US Army Reserve and Army National Guard (Army Space Command) resigning as a Captain. He continues to serve the Department of Defense as the Civilian Aide to the Secretary of the Army (CASA) for Illinois.
He earned a Bachelor of Science degree from the United States Military Academy at West Point and a Master of Business Administration from the University Of Chicago Booth School Of Business. Mr. Bland and his wife, Jennifer, have two children and have been residents of Glenview for 14 years.
